Q: Attorney Tully, are University Campus police allowed to stop a car if it’s off school property? My daughter goes to the University of Pittsburgh and wants to know.
A: This issue came up a few years ago in Butler County. A Slippery Rock campus police officer stopped a car that was only about 500 yards from the school line. The Pennsylvania Superior Court in 2013 ruled for the driver. Slippery Rock University is a state-owned University. The officer’s authority and power ends at the campus line. Since Pitt University is also a state-owned University, the same reasoning should apply. Call me. Bernie
